Can I apply for Visitor Record visa extension while outside Canada?

So here is the story: My mum is currently visiting my sibling in the States, and she's been there for about 2 months now. She's coming back to Canada in a few days. I have to extend my work permit, and I will extend hers as I do mine. The reason CIC lets her stay with me is because of my illness, and I include my letter every time, and they always extend my mum's and mine at the same time for the exact amount of period.

So my question is, my work permit is expiring end of this year, and I want to apply for extension as early as I can, and I have all the documents ready. I even have my mum's passport scanned as it's the same as last time. But I heard that in order to apply for EXTENSION, you must be IN canada. Is this true? If I submit application today, and she tries to fly back to Canada next week, is there a possibility that the airport officer might not let her in because she applied for visa extension when she's outside Canada? Is this how it usually works?

She needs to be in Canada in order to apply for the extension. Hold off submitting the application until she's back in a few days - or alternatively, submit hers and yours separately.

Just a suggestion - if she has been granted an extended stay in Canada due to your illness and you're planning on requesting an extension for the same reason, she may want to consider limiting the length of her future visits to the US. CIC may feel you can do fine without her if she can spend two months straight in the US and leave you on your own.

Yeah that's true. I will mention that to her and my sister. My sister forced her to visit her because she wants some support from Mom too lol. I hope she doesn't buy plane tickets for mom without permission from now on...Thanks very much for your advice.
