Can I apply for TRV from Dubai on a Visitor status?

I had a PGWP in Ottawa but travelled to Dubai for emergency on a Visit visa. I applied for TRV from Dubai and I am not sure if I can do that. Can someone please advise whether my visa will be processed or not. Or should I submit another application from India?

Also, while applying online, I selected the option that I am a Visitor in Dubai.

You can apply for a visitor visa from Dubai.
