Can I apply for Tourist Visa Extension, if I have current Travel Document

Hello,

Situation: If a person is in Canada on a foreign passport, then the passport will expire before the full period they hope to be permitted to stay;

So a person enters Canada with a current valid Tourist Visa and a valid passport.
They want to apply for an extension of their stay, to permit staying up to an extra 6 months - total one year max, with the usual 6 months + an approved extension of 6 months.

The passport will expire after 7 months.

I feel the CIC will not likely approve a Tourist Visa extension, beyond the expiry date of the passport. OR WOULD THEY ?
The passport expires one month after the current unextended visa.

There is no time to get new passport and new visa at home. Travel is imminent.

We are feeling that there is strong possibility they will not be able to apply for extension and must leave per the date on the current tourist visa, but we want very much to find a way to get the extension if possible.

Consulate for the foreign country says they would issue a Travel Document, not a new passport, if the passport goes out of date while the person is in Canada.

Will CIC approve an extension to visa, based on the extended validity of a Travel Document, along with the passport which will expire one month after the end of the Canadian tourist visa.

So, you are saying, if we obtain a Travel Document first, from the foreign country, and the travel document is valid for 6 months beyond the expiry date of the Passport,

CIC would not approve an application for Extension to Tourist Visa, when that extension would be after the passport expiry date, but within the validity date of the Travel Document, issued by the foreign consulate ?
