Can I apply for Supervisa from outside Canada but receive it inside Canada?

Hi everyone,

My parents are visiting this August from South Africa on a multiple entry visit visa. We are also in the process of applying for a super-visa for them. I know super-visas must be applied for from outside of Canada, but am wondering whether we can apply (online) before they leave for Canada and then, if it is approved, receive the supervisa from within Canada?

I am in similar situation with my mothers Super visa application.
I think the only hitch is that when our parents receive PPR, they will be already in Canada. I am looking for more details on this and whether this can lead to issues in passport stamping process.
