Can i apply for study visa to canada ?

I am having overall band score in IELTS(6)

Listening(6)
Speaking(6.5)
Writing(5)
I have completed my intermediate with 63%
Now i want to pursue my undergraduation in a canadian university. Can i get the study permit with all the above conditions ?
