Can I apply for study permit with a condentional offer of admission?

I got a condtional offer from Carleton University for September intake.

The condition is that they are waiting for my final high-school transcripts that are coming in early June.

Since I'm still in high-school and I dont want to be late for applying for the study permit, can I apply with the offer I have?

Do I need to wait til I get my final transcript and apply in June?

Please help me as I'm confused.

I will advice you to wait till after your graduation in June before you apply for a study permit because even if you rush to apply now, based on a VO's view, if you casually going for study purpose only why the rush why not complete your high school first

..all you need to do now is make your school (high school) know your plan and the offer letter you've received already to speedy the process of getting your transcript and certificate on time so you can apply in June

You can also write to your DLI letting them know you situation and extending the date to January if you couldn't get your Visa on time before September resumption ( maybe changing it to a provisional offer letter this time instead of a conditional offer letter)

The problem is my courses start in September. I will get my transcript in the 10th of June and I will send it immediately to the university. After that I will apply for the permit. Is that good? Do I have enough time?

depending on the country you applying from, each country has their own processing time. If you can submit your application before on the 15th June, you might have time (but September are always filled with so many applications receive by the Visa office)

If not defer you admission to January to buy you time to put all your documents together properly (don't rush in applying)

but if you still want to go ahead with your processing, then I think you can still make it if the application received by the Visa office is less

I'm applying from Kuwait. (5 weeks for processing) I have my documents ready just waiting for my transcript
