Can I apply for Spousal Visa and Visitor Visa at the same time?

Hello,

I am preparing the spousal application to call my spouse to Canada and online its says the processing time is 20 months. I checked the Visitor Visa Application and that is taking 4 months.

Can I apply for both Spousal Visa and Visitor Visa at the same time?

If this does not work, Can My spouse come to Canada on Study Permit and once she is here, can I convert her visa to Spousal Visa?

Would really appreciate some insight on how I can bring my spouse to Canada faster

First, there is no "spousal visa". The sponsorship application will grant your spouse PR once it's approved.
You can try visitor visa or study permit but both will need to demostrate that she is a genuine visitor/student.

You can apply to sponsor your spouse and visitor visa at the same time. But having a PR/Canadain spouse is showing her tie to Canada instead of home country.

And if your spouse doesn't study after she entered, she will lost her status as student. You could extend her stay as visitor. It worked for some but it's not easy to get at study permit when her spouse lives in Canada.
