Can I apply for SINP Express Entry with an NOC not in the OID list?

Hi,
I was planning to apply for SINP Express Entry with NOC 2133, but I noticed that it is a regulated occupation and getting the license would be a nightmare for me, so I decided to change to NOC 2241 which does not require a license, however it is not in Saskatchewan OID list. Do you know if it the occupation has to be in the OID list in order to apply for SNIP EE?

If NOC is not in the list then u can't apply.
