Can I apply for PR outside Canada - Please help

Hello Friends,

I worked in Canada for 1 year under work permit and left Canda on Oct 4th, but unfortunately couldn't apply for PR under CEC as my wife was sponsoring me on Family class sponsorship.

Now thi sfamily class sponsorship is taking forever than we assumed.

Can you please help me know if I can apply for PR outside Canada frommy home country under CEC class?
How long is it going to take get my UCI number (meaning when will the PR application be approved as I am applying outside Canada).

Once I get my UCI number, can I apply for visitor's visa and come to Canada, apply bridge work permit and start doing a job?

Kindly help me as this is going nowhere for us!!!! Appreciate you help!

Yes you can.

Getting an UCI number does not entitle you to a visitor visa. Your WP expired - so no, you cannot apply for a bridging work permit.
