Can we still be in the express entry or apply for other pnp's after submitting my application to Quebec. Also, Do I need to mention "yes" in other pnp's which ask whether I have applied for other provinces. I am concerned since Quebec has long wait time and dont wish to keep hopes on one option.

Yes you can apply for both, but once you get the CSQ or the PNP nomination you need to withdraw your application from the other
for some of the provinces there is a condition that denies that otherwise the application will be rejected - for example New Brunswick states the following in the guide :
Applications are not accepted from applicants who:
• Have an application in process under another immigration program in Canada
-however i am not sure what is the status from Quebec side , because i remember when i selected the option that i have another immigration profile in Canada while filling Mon Projet online application for Quebec , i have got an error message says something like i cannot proceed with my application
-Any Real life example that managed to proceed with both scenarios at the same time without an initial rejection ? and managed to have the choice once get both Nominations of Quebec and PNP?

You can have ITA and CSQ at same time however you can use only one ( ITA or CSQ) to proceed with federal application.
Well , that is good however let me highlight one thing :
For provinces like New Brunswick for example the ITA does not mean you are accepted , ITA Means you need to send your documents which proves your points and then you get a nomination , so in this case , your ITA will not guarantee that you are nominated however once it is discovered that you have another valid application with other province your request will be rejected and you will not be nominated although you had an ITA from the province
