Can I apply for my parents visitor visa under my CIC account?

Hi, I am trying to apply TRV for my parents under my CIC account, it gives me two forms- 5713 and 5476. My understanding is-

- Under 5713, I need to fill my details as Family member rep since my CIC account details are being used.
- Under 5476, again my details will go as I will be filling out information on their behalf.

Can someone pls confirm. TIA!
