Can I apply for my mother's Canada Vistor visa while she is a visitor in USA?

Hi Friends,

My mother (who is from India and has Indian Passport) would be visiting USA from April through October of 2019. She will be staying with my brother. During the Summer Holiday months they would be coming over here to Canada. Please note that I am a Canadian citizen.
My question is - is it possible to apply for Visitor Visa of Canada while she is in USA (on B1/B2 in USA)? I know it's a bit risky option, but just curious to know the feasibility.
Has anyone attempted this? What has been the experience?

Any suggestions are welcome. Thanks in advance!

You can apply from any where as long you are legal in that country.

She doesn't have to wait until she's in the United States to do so. Although it would be allowed as mentioned earlier, it's better to do it from her home country as a successful TRV approval depends on the ties one can establish there.

You can apply for it online as early as now, and she can submit her passport in the United States if approved.

Also, processing time from the United States is currently at 55 days. From her home country, she can qualify for CAN+ expedited processing, sometimes within a week.

Thanks for providing the details! Yes, I checked TRV processing time in USA is 55 days.

Thanks for pointing the option of CAN+! I haven't yet looked at that one.
