You need to start by finding an employer in Canada who is willing to hire you.

Hi Many thanks for your prompt reply. Do you have any ideas about finding an employer in canada, who will be willing to do this?

They need to provide you with a job offer and approved LMIA. You can then apply for a work permit.

Thanks for your reply. One more query. Sorry for the trouble.
1. I do have heavy vehicle UAE driving license, will the employer take this into account?

In order to get approval for LMIA an employer has to convince IRCC he can’t find a truck driver in Canada. It will be almost impossible to do so because 1. there are abundance of unemployed truck drivers in Canada now 2. Rules and regulations for truck drivers have toughened in recent years. 3. the class 1 driver license from Canada is way more preferable for Canadian then from any other country

Your UAE heavy vehicle driving licence is not transferable. You will need to completely re-licence in Canada.
Therefore, it puts you in the same position as any other experienced but non-licenced applicant.

Your questions have already been answered. To get a Canadian license you have to be IN Canada.

Your first challenge would be to persuade immigration you were a genuine visitor for them to issue you a visitor visa. Then on arrival you would need to be lucky to be authorised as a tourist to visit for more than a couple of weeks in which time if I read correctly your first task would be to obtain a standard drivers licence before even moving on to a truck level.

http://www.mto.gov.on.ca/english/driver/truck-driver-licence.shtml

Even assuming all this were possible it would be almost impossible given the surplus of truck drivers to find any job offer and why would anyone take on anyone from outside the country who has no experience in Canada especially winter and if in BC or Alberta mountain driving.

Note the link above is for Ontario only, other provinces may have different requirements.

Basically your chances of success getting a job offer from outside Canada as a truck driver are limited if not non existent.
