Can I apply for FSW while living in Canada?

I currently live in Canada on a working visa. I want to apply for the Federal Skilled Worker program, I checked the requisites and I am eligible. Can I apply to this program while I'm living in Canada? Or is it a program that is available exclusively to people who reside outside Canada?
