Can I apply for express entry based on my Bachelor's or Master's degree?

I failed my 10th standard, however, I managed to give the entrance test and join an Open University and I completed Bachelor's Degree and now I'm pursuing my Masters in Business Administration. I have work experience of 9 years. I wanted to if I could apply for express entry based on my Bachelor's or Master's degree?

For EE, since you have bachelors/master you don't need to provide your 10th grade marks anywhere. But you have to see whether your bachelors or masters is assessed positively in an ECA.
