Can I apply for Canadian Permanent Residency (PR) with my IELTS overall band score of 6.0, which includes 7.5 in speaking, 5.5 in listening, 5.5 in reading, and 6.0 in writing? I am a Nigerian applicant with a Master's degree in project management and a Bachelor's degree in information technology and business information systems, and I am 30 years of age.

Your score is too low for Express Entry.

See the following link for express entry. However you really want to aim not just to score the minimum but to score the maximum you can to gain the most points. If you plans on applying for PR through Express Entry, this is a points-based system and those with the highest points are selected. Right now draws are around 500 points.

Yes, many. Suggest you research the Express Entry program in detail.

Search for non express entry application under occupations in demand category for SINP (saskatchewan immigration nominee program). You might be eligible for that.
