Can I apply for an OWP?

My partner is a Canadian citizen, I am a visitor in Canada.

1. Can I apply for an open work permit?
2. If I get an open work permit, will it give me 50 points for EE?
3. If my partner sponsors me, can I apply for an OWP along with my PR application?

I read the information on the websites, but I am not sure.
