I applied to Canada as a visitor 1.5 years ago. However, I was banned from Canada for 5 years due to a fraud document (a land holding certificate). I didn't know that paper was fraud since it was given by my brother-in-law. He advised me to add it to my application, then I followed his instructions.

My husband now is a full-time international student in Canada. Can I apply for an "Open working permit" regardless of the ban?

No. You are banned for 5 years for submitting fraudulent documents. Doesn’t matter that you want an OWP. So you cannot apply until your ban is over.

Another confirmation that the answer is "no". You cannot apply.

You should also note that your husband will not be able to apply for PR until your ban is completed.
