Can I apply for a visitor visa when renouncement of PR status is under processing?

You can certainly try but there is a good chance that TRV will be refused. I would include proof that you have applied to renounce PR status.

Thanks for the response. Are you implying that I can apply a TRV by including a proof of the renouncement? Will they wait until the renouncement is settled?

Why not travel to Canada before your PR card expires? It would be more quicker than getting a TRV. You might be able to enter more sooner.
