Can I apply citizenship?

If the 3yrs rule come back I would be eligible for citizenship December 2017

Do you guys think the ole rule will be back by 2017 December


Please note :

I came Canada 2013 December working visa
I become PR 2015 December
I didn't go yet back home for holiday and j don't have plan next 3 years

Please help me for my citizenship eligible time

Yes there is a very good chances the 3/5 rule to be effective in December next year so this is when you will be eligible to apply.
