My cousin brother is a Homeopath doctor from India. He has passed Bachelor Degree in Homeopathy ( Bachelor in Homeopathy Medicine & Surgery).
Can he immigrate to Canada as a physician or under any other category ?

It is classed in the NOC as 3232 which is not on the list of "38" so he is not eligible to apply. You can check out the PNP programs, but I doubt that a homeopath is listed as occupations under pressure.
