Can FSW convert to family class for parents...

hi,

my mom and dad had applied from India using FSW class in 2004. now my brother is in canada on his PR. he wants to sponsor my parents using family class.

Is it possible to convert FSW into Family class??

If yes, will their case start anew or will it be considered received 2004 and processed fast(normal processing for parents case is >2 years)

and in addition to that they will have to wait for 3 more years to be approved as sponsored relatives

The FSW under the old rules were taking around 6 years from India and they already waited 5 so it shouldn't be long now. You can not change an FSW to a family sponsorship. Your brother could apply to sponsor them alongside their FSW and they can see which is faster but most of the time of the sponsorship of parents is the time to approve the sponsor. That's about 28 months of it. Just because they are waiting in line in New Delhi for 5 years doesn't mean that your brother will be processed any faster as a sponsor in Canada.
