My elder brother is a US citizen and he just started a new job a few months ago. Me, my parents are living in Canada. Unfortunately my mother is battling a terminal illness and according to the doctors she doesn't have much time left and at best she probably has a maximum of 6 months left. My elder brother would really like to visit her now as he hasn't been able to see her for over a year because of the Covid restrictions and the closure of the US Canada Border. Only recently the officials have started permitting Americans to visit provided they have solid compassionate grounds i.e. visiting a parent or a relative who is extremely sick and incapable of looking after themselves. I know based on compassionate grounds, he will be allowed to come over for a visit. However he cannot serve a 14 day quarantine in Canada and he has to get back to the US to his job. I have heard that there is a way that he can be exempted from the 14 day quarantine requirement, does anyone know how and which application forms he will have to fill out or which govt department he will have to contact in order to apply for this exemption?
 
"You may be exempt from the mandatory quarantine requirements under certain conditions, including if you:

provide essential servicesmaintain the flow of essential goods or peopleare receiving medical care within 36 hours of entering Canada (non-related to COVID-19)regularly cross the border to worklive in an integrated trans-border community

Although your reason for entering Canada may fall under an exemption, you may still have to follow certain provincial and territorial restrictions (which may include quarantine), depending on your destination.

You are not exempt from the 14 day quarantine:

if you have symptoms or tested positive for COVID-19for non-essential reasons"

But your mother is sick. Can he stay for 15 days so that he is fully quarantined before he visit his mom that's ill? If your mom is staying at a hosptial or hospice, you will also need to check for the visiting policy as well. His job should give him compassionate leave to visit terminally ill mother.

Based on your reason for travel, you may apply for a limited release from quarantine for compassionate reasons. If you’re approved, your limited release from quarantine is valid only for the location(s) and purpose specified in your application.

Some provinces and territories may not allow for limited release from quarantine for compassionate reasons. This means that even if you receive approval from the Public Health Agency of Canada a province or territory may have additional restrictions.
