Can employer pay under minimum wage rate for General job

Regardless of what is compromised between employee/worker and employer, can employer pay under province regulation in terms of salary?
In particular, new comers as a PR

At Ontario page it's declared that :

Minimum wage is the lowest wage rate an employer can pay an employee. Most employees are eligible for minimum wage, whether they are full-time, part-time, casual employees, or are paid an hourly rate, commission, piece rate, flat rate or salary. Some employees have jobs that are exempt from the minimum wage provisions of the Employment Standards Act. Yes, as said in the link you quoted, some jobs can pay lower than minimum wage. This has nothing to do with whether someone is a new comer or not. It is based on the job / occupation. You can find more information here.
