My initial PGWP expired in December of 2021 and I applied to extend my PGWP with the 2022 public policy and so my current open work permit that we received from this policy expires in july of 2024.
This year IRCC released another extension for those who's PGWP expired from September 20th 2021 until December 31st 2023.
they also mention that those who benefited from a previous public policy may apply:

I believe that I am eligible according to this screenshot
however, at the top of the page it also states
"You can’t apply at a port of entry.
You can only get this open work permit once, and it can’t be extended"
I am wondering if the You can only get this open work permit once part is referring to the open work permit, that we receive from this policy, cant be extended or I cant apply to this public policy 2023 because I already applied to the 2022 one. This website seems to contradict itself.
