Can biometrics be done after submitting paper application

I have two questions.

Question 1
Does the biometric need to be done before mailing the application package (ours is a paper application) OR can it be done after the application has been submitted. I’m asking cuz my parents are ready to submit their application package, however the earliest available date for biometrics in March 29th.

Question 2
My parents are applying together for TRV with my dad being the principal applicant. My mom is a homemaker and as such is financially dependent on my dad. For the question “Funds available for your stay in Canada” should I split the amount between my mom’s form and dad’s form OR should I list the total amount in my dad’s form and write $0 on my mom’s form?

Unless the process has recently changed for some VFS/VAC, it's not possible to mail paper applications to a VAC/VFS. They must be submitted in-person.... and while doing so, your parents can also give their biometrics at the same time.

Your dad must provide a Letter of Financial Support for your mom + each application must have one complete set of common documents (your dad's bank statements, his ITRs, etc.... with your mom's application too).

How much liquid funds will your dad mention?

Thanks for the response. Yes they will be submitting their paper application in person at the VAC. Sorry, the "mailing in" was an error on my part. After they get their biometrics done, will they get some sort of document (proof that biometrics was done) that they would need to submit with their application? Or will the biometrics information automatically be sent electronically to the visa procressing folks?

My dad has mentioned in his cover letter that he is financially responsible for my mom and that he will bear the entire expense of their visit. I have also mentioned the same in my invitation letter. Will my did still need to write a Letter of Support for my mom?

What exactly is liquid fund? Sorry for my ignorance :(. For the question "Funds available for my stay (CAD)" in the Application for Visitor Visa [IMM 5257] my dad wrote down 15,000 CAD for both him and my mom together for their 24 days stay in Canada (3 weeks and 3 days). 15,000 CAD is just a random number he wrote down in the form cuz I told him about the "1000 CAD per person per week rule". He has about 120,000CAD in his personal bank accounts. Besides his personal bank statements, he will also be showing the bank statements for his businesses, documents showing he owns the businesses, tax documents, audited financial statements, registration certificates of businesses, land/property ownership documents.

Do you think he should increase the number and put down a higher number, or do you think 15,000CAD for two people for 24 days is fine?

They will get a receipt from VFS. Their application + biometrics will be sent by VFS to the visa office.

Funds available for the visit.

It's not advisable to enter arbitrary amounts.

Have your parents prepared a detailed day-by-day visit plan with expense estimates for two persons? Based on this visit plan, your dad would state in the cover letter that although he has CAD XXXXX available, he would bring CAD XXXX which will cover the cost of the visit plans (for 2 persons) + airfare for two persons.

If your mom has joint bank accounts with your dad then she would state a similar amount (and not zero in her 'Funds for my visit').

Bringing too much money would seem like money laundering or moving long-term to Canada + must be declared to CBSA at the POE

Thanks for your advice Bryanna. I will inform my dad and ask him to make the necessary changes/ additions.

No, they don't have joint bank accounts. So do you think she should write down zero as her 'Funds for my visit'?

No, don't write zero funds for her visit. The amount that your dad will provide as financial support for her visit (expenses for the visit plan + airfare + surplus).

Do request the VFS staff to bag both applications together so the same visa officer will review them
