Can anyone tell me the difference between LMIA TFW & LMIA for permanent worker?

LMIA for TWP - costs $1000 and can be used for both a new work permit AND for permanent residency.

LMIA for permanent residency - free, can only be used to support a PR application (no work permit).

Other than that, the application process is pretty much the same (I think).
