Hi,
My application refused in July 2012 and then I send reconsideration letter and more documents with file # which is in refusal letter they reply me that file reopened and medical form were sent I wait one month but no medical forms were came to me I send them enquiry they reply it send to my agent in Canada I reply that I applied my self not through any agent they reply that I gave them wrong file # I reply to cic with refusal letter scan copy that this file # in refusal letter than they reply that they send me wrong file # and file again in queue
Then finally they send me rejection e-mail that they r not satisfied that I have a relative living in Canada although I send them very strong documents. My sister in law is PR Canada and her daughter (my niece) is citizen of Canada I don't know what I should do.

What proof did you provide to show that you have relatives living in Canada?

It is better to send utility bill for three months, employment letter and pay slip .
These are what I sent when I was asked by my vo to send proof of relative in canada

It might help others help you, if you include exactly what documentation you provided in your initial application. When did you apply (are you under new or old rules?)
Which VO sent you the email with the wrong file numbers?

Hi,
I applied in April 2010 as an electrician NOC 7241 to Nova Scotia and got file # from Nova Scotia May 2010 after approval full documents send to London in August 2010 after that they never send me any file # or they never asked me any updated documents. So many times I enquired through email about my file status and they always reply that my file in queue waiting for review by officer no further action required at this time.
I always used Nova Scotia file # to check my application status online.
With full documents I send PR card copy of my sister in law and citizenship Card copy of my niece, also tax return letter of both plus utility bill of that time last month my wife marriage certificate and education certificate my sister in law marriage certificate on which father name clearly mentioned.
When they send me refusal letter I send them reconsideration letter with my sister in law education certificate plus renewed PR card copy plus my wife birth certificate and my marriage picture with her and my niece.
In my letter I clearly mentioned that the file # is in refusal letter I never received so first check that this is my file or some one else file I wrote them both file # Nova Scotia file # and the file # which is in refusal letter and they reply that my file reopened and medical forms were send and then the whole story I wrote in my previous post. All correspondence through only by e-mail and these emails are saved.
If the PR card copy they have and SIN # in tax return letter is mentioned the data of my sister in law should be in there data or system because when any person applying for PR they are filling family information forms and my sister in law brother s and sister name is there including my wife name, only I have to provide my wife documents to prove it.

1. To prove relationship that is acceptable to CIC, you would have had to send a copy of your birth certificate, a copy of your sister's birth certificate (showing same parents) and a copy of her marriage certificate to show a name change.
