Can a visitors visa holder applied at the port of entry for work permit?

Hello everyone,
I have a friend who have a visitors visa and got a job offer and LMIA. Can she apply for work permit at the port-of-entry or at the boarder? If so, what are the documents she needs to show aside from the job offer and LMIA as she enter at the boarder?

Is she outside of Canada or inside of Canada?

If the is inside of Canada, does she hold a valid multiple entry visitor visa and is her status in Canada still valid?

Note that if she is applying for a work permit as a live in caregiver - then she cannot apply at the border or port of entry.
