Can a student doing PHD apply for canadian immigration??

Can a student from Pakistan doing PHD and presently in a second year of his studies apply for a Canadian Immigration?

With no actual work experience, I don't think you qualify for anything yet.

If a candidate is doing Ph.D in Pakistan(second year of studies) with work experience so Can he apply for immigration or he must be enrolled in the Ph.D program in Canada?
