Can a PR visit the US?

My wife landed in November 2016. She is a Pakistani national and a permanent resident of Canada. Is it possible for her to visit the US or would she need to apply for a US visa beforehand? If she needs a visa, then would she need to apply for one every time she wants to enter the US or can she get a multiple entry visa?

She needs to obtain a US visitor visa. Whether she is issued a single or multiple would be up to US officials.
