Can a PR father sponsor his children whom he excluded from his file

Dear friends,

I want to know if a father who upon immigrating to Canada divorced his wife who has four children for him and disappeared with the children can now sponsor his children. The problem is that he signed a declaration that he opted-out his children from his file. He did not understand when he signed that form. The only reason he did so, was that he could not find their photos at that time. But, thinking whenever he could find the photos, he would sponsor his beloved biological children.

Unfortunately he cannot. It specifically says on the form that if you do NOT include the other relatives, spouse or children in that form you can not sponsor them at a later date.

This is similar for people who are pregnant, give birth before landing and then Land before adding the child. They have to add the child before landing otherwise they will not be able to sponsor the child after that.

Anyone correct me if I'm wrong.

I am assuming that he signed the declaration because his kids could not be examined at the time he applied for PR. If that is in fact the case and he signed the declaration, than he would not be able to ever sponsor his kids to Canada.
