Can a PR applicant receive EI (Employment Insurance) benefit

If a PR application of CEC inland is still in the process. Although Eligibility is passed and application is in final stage.
if the applicant is out of work and he/she apply and start receiving EI. Is this going to effect his PR application ?

Note: as for the CEC eligibility , he/she did not show any bank statement but the full time job. The job continued for 3 years and recently finished.

I don't think it will affect, as the requirement to be currently in a job is not the case for CEC.
