Can a NEW BUSINESS(no previous tax record) give me Work Permit?

Base on the condition I meet all the requirements for work permit.
What are some requirements that the business owners must meet?
(ex. Have to have at least one year of operation tax record) <- Rumor? or Fact?

Business's must be able to produce at least one years full trading accounts, besides other legal requirements.

As from April 1st, these requirements are getting tougher, resulting in more employers getting inspections and visits from Service Canada to make sure they are genuine and meet the new higher standards. This also includes care giver employers, whom will get home inspections to ensure there is space and comfort.

Expect LMO time lines to increase from April 1st, with a HUGE negative response. It is getting harder and harder to get a TWV, thanks to the many fraudulent applications and employers in the past.
