Can a foreigner obtain work permit by running a business in Quebec?

One of our family is coming to visit Quebec and look to buy a business. Can he applies for a work permit if he is a business owner or a major shareholder of the business, as he wants to stay longer than 6 months and run his business as well. Thanks in advance!
