Can a Foreign Worker (US) Apply from Inside Canada for a Work Permit?

Looking for a little advice here. Thanking everyone in advance for their thoughts, comments, insights.

1) I'm coming up from the States as a visitor in September and will request to stay for as long as I can with a valid passport and evidence of sufficient means to survive during that stay, hopefully 9-12 months if not longer.

2) I have an outland PR application in process where my Canadian partner was recently approved as my sponsor. During my visitor stay mentioned in #1, we will likely get married thus changing status (will file amendment to our Family Class PR app that hopefully gets processed on the fly rather than having to re-apply although that may be necessary) but we can live together while this PR process runs it course. As I understand from other entries, I can be in Canada while an outland application is being processed.

So my question is, as a visitor during this time and waiting for PR app to get approved, will I be eligible to apply for a work permit from inside Canada as a Foreign Worker living in-country if i) I am one of the NAFTA professions exempt from an LMIA , ii) that I manage to get an offer of employment, iii) I can prove my qualifications for the offered position and iv) I go to a port of entry, i.e., airport, to get said work permit?

It seems if I can satisfy these things during my stay in Canada, I could get a Foreign Work permit. Please let me know what you think my chances are by applying inland for a Foreign Worker work permit. Thanks.
