Hi. I'm not sure on how you must resolve this confusion. But as far as I know, if you will ask Manitoba immigration regarding the issue with IELTS, they will only give information relevant to your application for provincial nomination. They cannot, and will not give information regarding foreign credentials recognition, licensing, etc. If you are required to take IELTS for nomination purposes, then you must follow the instructions of MPNP. When you eventually land in Canada and would want to pursue your nursing profession, then you must comply with the rules of the responsible nursing regulatory bodies. That may include taking another language test. From the experience of some people I know, the language requirement for the nursing profession is much higher than that for immigration purposes. I think you don't have to take 2 IELTS exams at the moment. For MPNP purposes you might need only the general. When you are in the process of getting licensed as a nurse, that may be the time to take another one. I don't think you can get licensed if you are not yet a permanent resident of Canada.
