There are no restrictions - you can certainly apply. No guarantee you'll be approved. But you can definitely apply.
 
Yes you can. As usual you have to satisfy the officer that you will leave the US at the end of your visit and that you have strong ties in Canada. If you work, get a letter from your employer, include bank statement with adequate funds, tax slips/notice of assessmentm etc.
They usually want to know more about your trip/plans, so it's important to be prepared for the interview and be forthcoming with your answers.
Also, some permanent residents are able to receive a 5-year visa(know someone who got it for 10 years) but I don't know the criteria.

I can tell you first hand, YES. I applied to a US visit visa and was approved for 10 years multiple visa. The primary thing is to establish yourself in Canada and your intentions should reflect your visa class. I just wanted to visit a few places, family and friends and return. They will ask you about your Job here. Past history in US if any. Applying for it is somewhat a lengthy process. I think the fee is $160.00 and you get an appointment date within two months.

Great. I would go with 10 years :)

My family who has been in U.S for over ten years is now immigrating to Canada but they also would be visiting me in U.S for sometimes for which they need a visit visa. Thanks
 
How long does one wait after landing before applying for US visit visa?
 
Not sure "how long" is enough but you should establish strong ties to Canada before applying. That may mean having steady employment for at least 6 months, adequate funds, etc.
