Can a BOWP be issued at Port of Entry?

Me and my wife applied for PR with AOR date of 28th August
It looks as though our application is in the IP2 stage

We applied for a BOWP on the 13th October.

Our current work permits expire on the 24th October.

My wife is due to leave Canada on vacation on 26th October and return to Canada on 8th November.

She will lose her implied status as she is leaving the country.

My question is, when she lands at Edmonton Airport, if she brings the supporting documents, can they issue her BOWP at the immigration office so that she can continue to work?

Any advice/insights are appreciated.

1. No she can't

You must also:

  • currently be in Canada,
  • have valid status on a work permit that is due to expire within four months,
  • select “Open Work Permit” as the type of work permit when you complete your work permit application, and
  • pay the work permit processing fee and the Open Work Permit Holder fee.
Also

Please note the following foreign nationals do not qualify for a bridging work permit:

  • Foreign nationals in Canada under section 186 of the Immigration and Refugee Protection Regulations (work permit exempt) situations.
  • Foreign nationals who have let their status expire and must apply for restoration in order to return to temporary resident status.
  • Foreign nationals whose work permits are valid for longer than four months and/or already have a new LMO that can be used as the basis for new work permit application
  • Foreign nationals applying for a bridging work permit at the port of entry.
  • Spouse and dependents of the principal permanent resident applicant.
