Can’t get police clearance from egypt due to lock down

Hello , I am an Egyptian citizen and l lived more than six month in Qatar , before leaving Qatar I got my police certificate which will expire next month , and I finished all the documents required for submission the only remaining one is the police clearance from Egypt . I tried many times but they are not issuing from March . Can any one advice what can I do ? Shall I submit without police clearance and send an explanation letter ? I have to submit as the 90 days will end next month . So please advice ???
