If you have a marriage certificate noterized by the government of the country in which the marriage took place.
Then you should only get it translated and noterized by the ministry of Forign Affair of the same government .
Canada will recognize it as long as it is noterized by the ministry of Forign Affairs (Wzarat Alkharjiyah)

if it is from Egypt, you would get the computerized version (Ministry of foreign affairs will stamp computerized version)
then Ministry of foreign affair stamp
then Ministry of justice (for translation)
