buying plane tickets outside phils unlawful?

Hi,

i was trying to book a flight online for my wife departing Manila at Korean Air website when a message popped up saying that,
"All flight tickets for flights departing from the Phils cannot be purchased form any other region other than the Phils. In following, customers must apply for Pre-paid Ticket ADvice for such flight tickets"
Is this strictly enforced? I did not see that message when i went thru expedia.ca. though.
Has anybody bought plane tickets for departing manila flights outside the Phils and didn't experience any hassles at the NAIA airport?
Appreciate any similar experience. Thanks

its not illegal to buy your exit manila ticket from abroad.
you can buy your tickets from expedia, traelocity, orbitz.
the airline's websites are a different matter however, northwest, pal and some other airlines allow internet purchases through their web site. some airlines like korean air and eva air don't allow credit card purchases from the philippines. they also have another restriction, the cardholder of the credit card used to purchase the ticket must be the passenger or must accompany the passenger while checking in.
if you are in canada, you can still buy a ticket from your travel agent but it'll be more expensive than buying it from manila.

Actually Im in Canada and already bought the tickets at expedia.ca. It was surprisingly cheaper than the quotations my wife got from the travel agents there in Manila.
I just want to be sure that there won't be any hassles at the airport because my wife is travelling solo and its her first international flight so I want it to be as hassle-free as possible.

don't forget that the tickets you bought in expedia doesn't include the phil travel tax of $34 or P1,620.
she can pay that at any DOT office in manila or she can pay at the airport during check in.
if she's going there as a tourist, she has to be holding a round trip ticket.
