Just wanted to confirm something I'm being told. I have my car from the States that I want to sell (to settle financial matters and because I can't import it) but I'm being told that if I buy one in Canada while still residing in the states, I'll be hit with both Canadian and American taxes. But also I can't register the car in Canada without being a PR, right?

You won't be able to register the car in Canada until you have a Canadian driver's license, which you can't receive until you are legally residing here (PR status is irrelevant). So, you'll have to land, establish residency and then purchase your vehicle.
