Business Immigration to SASKATCHEWAN or Manitoba

Can please some one help me that how can I apply to SASKATCHEWAN or Manitoba as and Investor/ Enterprenuer and which province is better in terms of application processing.
My purpose for Canadian Immigration is sponsor my relatives as early as possible. Please tell me which province is better for sponsoring the relatives

Sask is better. my experience. it is faster, not complicated even.
