Bulgaria Issues Coming to Canada

I have heard many stories of people coming to Canada from Bulgaria, well for the past couple months i have been trying to get my girl friend to come visit and we went though all the steps as even to get a letter signed and notarized by a lawyer and yet her visa was still denied, if there is anyone out there who has come to Canada from Bulgaria who has an idea on what to do or have any information because we are fresh out of ideas and as a Canadian myself, i think this is horrible because we are a friendly country and i am getting nothing but hell from it.

what are the reasons they stated for the denial?
