So, folks, it looks like the media got one thing wrong in their sneak preview about the Buffalo closing...
For permanent residents, CPP-O (Ottawa) is going to be processing applications going forward (existing, per the Bulletin I posted earlier, and future ones per the http://www.cic.gc.ca/english/information/offices/apply-where.asp]CIC List of Countries and Corresponding Canadian Visa Offices.
So, for new applicants that haven't sent their app yet: select CPP-O as your visa office (not Buffalo, not NYC).
And, now, we know.*
* The only question left is interviews (regional offices make sense, but no confirmation yet).

Also, for current PR applicants, the Bulletin was posted earlier today. Cases currently in process in Buffalo will be completed by Ottawa.
"Applications in-Process
Applications currently in process in Buffalo will be transferred to the Case Processing Pilot Office – Ottawa (CPP-O) for processing. All original supporting documents accompanying applications in Buffalo will also be transferred. Those who have already sent documents to the Canadian Consulate General in Buffalo, New York do not need to re-send them."
