Hello! I am hoping to get some feedback about or information from others about application processing times at the Buffalo office and also the CSQ submission period.

My husband lives in Quebec and we submitted our application in early August 2010 (we paid the full Canadian fee in July 2010). When we submitted our application, we also included all the proof we could find such as pictures, receipts, stamped passports, cell phone records, etc. In late August I went to Canada as a temporary visitor to stay with my husband while our application is in process. In mid-September my husband received a letter from the Canadian Government saying he has been approved as a sponsor. In late October I received a letter from Buffalo (dated 21 October) saying all my information has been approved and they need my CSQ. We were told that my husband would receive a letter in the mail telling us to submit our CSQ. Well, we waited for a few weeks and no letter came. We called the CIC to find out if he should be getting a letter, and they informed us that the letter I received should be the only one we get.

After we learned that, we submitted our CSQ around 24 November. A week or two later we got a call from the Quebec Government and they told us I forgot to sign one part of the form. We faxed the missing signature over 2 days later. They approved our application for the CSQ a month later on 14 January. My husband got a letter in the mail on 21 January stating the approval as well as my CSQ documents and our returned application.

I have been a little concerned with my CSQ because we had to submit the approval to Buffalo by 21 January (three months after the document I received requesting the CSQ). Since the CSQ was dated on 14 January, I assume that Buffalo will still approve me since Quebec made its approval before specified date. However, since I was not positive of this I sent an email to Buffalo. The first email I received back said that they did not have my CSQ and needed additional medical information. I had no idea what they meant by additional medical information because my medical checks were done back in early summer and they were approved in the letter I received from Buffalo. I emailed them back and told them this information, and the response I got back was, "This information will be placed in your file." Okay, that did not help at all!

This past Monday my husband called the Quebec Government to make sure they sent in our approved information to Buffalo. They informed us that they simply email Buffalo of the approval and they mail us the CSQ. In theory Buffalo should have received Quebec's approval in mid-January by email. I sent another email to Buffalo the same day telling them that we did confirm with Quebec that an email had been sent. In addition to that, my husband faxed over my CSQ to the office along with the paperwork they sent me requesting my CSQ. They responded back to my email today saying they still had not received my CSQ!! In response to that I finally just emailed them the PDF of my CSQ and the letter from their office. The reply I got back was once again, "This information will be placed in your file."

Okay, clearly this emailing system does not work and they do not have a phone service! Furthermore, the CIC is unable to answer these questions outside their office. Is it normal for Buffalo to take a month or more to find my CSQ and finish the process? It's been 6 months now and we are still waiting and we are becoming irritated with poor responses. It seems impossible to get a clear, logical, and thought-out email from Buffalo. I am getting frustrated trying to figure out why it is taking so long to receive my CSQ and why I am also being emailed misleading information about my medical records!

You could request the FOSS notes if you want to know what Buffalo is adding to your file. Apart from that, you can only wait, I suppose.

I totally feel for you, and your story sounds very similar to our own. We applied in August 2010, too, and paid all the fees well in advance, along with sending in the medicals late spring so they'd have time to process them.

My CSQ was supposed to be mailed to Buffalo back in early October, but after reading the forums here, I e-mailed Buffalo in early Februray 2011 just to be positive they had it -- sure enough, they replied with a "no CSQ on file." We didn't have any missing signatures like your situation, they just claimed they never received it. So, like you, I immediately e-mailed a scanned version of it along with the form letter, and my husband (in Quebec) had the MICC send it to them again.

When I asked for an update later in the week asking if they'd received it, I got a similar canned response to yours:

"Due to high volumes, we cannot acknowledge receipt of email, fax, regular correspondence (applications, payments, documents or information) or medical exam results.

If you have recently submitted documents or information to this office, we will update your file accordingly, if needed.

If we require additional documents, we will contact you."


It's ridiculous. They can look at your file and tell you your missing something, (only if you ask, since it seems they don't actively inform you of anything), but they won't let you know if they received what you sent or if it's been added to your file... like it should have been the first time.

I'm starting to think the MICC is not sending CSQs to Buffalo when they say they initially do or that Buffalo is deleting them unintentionally with how many seem to mysteriously not make it to people's files. :( I know that's probably not the case, but it seems that way...

My husband and I are looking to get CAIPS (the outland version of FOSS) to see if there's any update on our case. It's not free and it takes time, but anything is worth trying to take the edge off of not knowing what's actually happening in the blackhole ...er, I mean Buffalo. There shouldn't be any need to use a 3rd party to find out what's going on with your own file. This is a very inept system.

I sent a paper copy of my CSQ by mail a few weeks ago to Buffalo, to make sure they had it. Canada Post confirmed that it was delivered, but that is the only thing I know so far. Though I guess I won't hear anything more until there is a final decision or interview request.

Out of curiosity, did you guys do your application to CIC in English or French?

Amethysfaire- Even though it stinks, it's comforting to know I am not the only one waiting on Buffalo for the CSQ. Perhaps it's a sign that they are backed up with filing applications? Either that or our applications have been lost or they contain errors. :( This week I was starting to suspect the gov't was just waiting for me to spend $75 to renew my visitor's visa and then they would approve me, but only after they sucked a little more money out of me. :mad: I found another user on a different forum that completed their immigration process about the same time as us, and she also applied for her CSQ. She said two weeks after she sent her CSQ approval to the LA office, they sent her a request for her passport (this was during November-December 2010). She landed in Canada in mid-December. Let's hope that they pull themselves together and finish these applications soon! Let me know if you find anything interesting through your CAIPS info!

QCSunshine- My husband and I completed all of our forms in English, except for the Quebec portions which had to be completed in French. :)

Dralon from the Buffalo thread is having the same experience. He applied last February and Buffalo lost CSQ and wasted 5 months of his time. Its been a year now :(

actually i started to recalculate the whole thing
May 12 CSQ issued
November was told they never received it
Nov 28 or so they received our fax or mailed copy

So it makes 6 months right

But it gets better, my MP representative was told it would take 30 to 60 days to reopen the case upon reception of the csq

so in the end because of the CSQ i lost 7-8 months YAY let's all hail the nice immigration system

suggestion to all the people applying for the CSQ Mail/Fax/Email yes all 3 your CSQ upon reception do not wait or you might end up like me and my wife

ao-chan i have read more deeply your post... i need clarification which may be important for me and my MP

The way i understand it Buffalo contacted your husband to actually request that you send the CSQ?
Also Immigration Quebec did say they only send the acceptation through email only?

something is totally wrong in the whole process than emails cannot be lost... they either not sent or deleted so someone somewhere slack on the job big time

I will have to contact my MP with these new information among a few things he still misunderstand
