Buffalo Office VS Manila Office

Ok here's my situation....

My US working visa is expiring soon and im hoping to re-apply this coming July 2012 under the Federal Skilled Worker as an LVN (LPN). Now i am planning on going home to Manila before my US visa expires at the end of the year. For my immigrant application, should I choose the visa office here in the US (Buffalo) since this is where i obtained my work experience or opt for Philippine (Manila) Visa office since im soon gonna be residing there? Also...

1) Can I choose the Manila Visa Office even if my resident address is still in the US?
2) Is the processing time at the Buffalo office faster than that of the Manila office?
3) Should I expect any problems since im changing residence from US to Manila while my application is in process?

Any help is appreciated :D

apply in Manila visa office dude .... Buffalo is so slow ...you might have you processing ahead of us ... I applied April 2011 but chose Buffalo instead of Manila and my status is still RBVO... i regreted that since applicants in Manila for July 2011 have already their medicals requested ...

so in my opinion...

-> Yes
2) Is the processing time at the Buffalo office faster than that of the Manila office?
-> no, Manila is faster
3) Should I expect any problems since im changing residence from US to Manila while my application is in process?
-> i don't think so

Thanks for the input bro. Im actually thinking of just using an immigration lawyer. I applied last year and due to typo error my application got rejected.

Anyone else got any inputs?
