I was wondering if some one can tell me if it is a good idea to email Buffalo immigration office to inquire about my file or should i wait.

My file is in pending since November 2009

Too many emails are not gonna help you. But once in a while, you should check with them.

But do you think i should be concerned about the timeline or is this the normal time line

Buffalo appears to be dealing with applications under FSW ctaegory from around September 2009.
This is the impression I gather from the forums here.
So I think you can give yourself a few more weeks at least.
Till then hang in there.
I know its tough and can make you feel really restless.
