Can a family member use parents' online account and apply on their behalf (fill out all the forms and online sign the application) ?

I know if its a paid representative then they can apply from their own account once they get authorization forms signed but is it possible for a family member or unpaid representative to apply for his/her family?

What kind of forms does someone need to get signed if applying on behalf of parents (using their online CIC account and applying for both from same account).

Please advice.
